Does he need groomed? You need to keep on top of cleaning his ears because cockers are very prone to ear infections. If he's licking his feet it may be allergies. What kind of food is he eating?
Go out with him when he poops and pick it up immediately so he can't eat it.
He's still a puppy and he's teething, he's going to put everything in his mouth he can. You need to watch him to make sure he doesn't get anything that can hurt him. Does he have plenty of safe things to chew on like a nylabone or benebone. Elk antlers can be good but make sure they are from USA only.
