That is Reunion Tower, there is a restaraunt up at the top...I believe it rotates but I've never personally checked it out.

That movie was "Rushmore" -- ! Filmed at St. Mark's, of which I believe Wes Anderson is an alum, as is Luke Wilson.

Rather a dreary story, although I think Bill Murray was fantastic. I much prefer "The Royal Tennenbaums."
