i do all of my post-processing using first Camera Raw (i shoot in raw not jpg) and HDR on my bracketed shots then the Nik Collection from Google on the resulting jpgs. Color Efex Pro and Viveza for color and Silver Efex Pro for B&W.
another good library is from Topaz Labs. i sometimes use the Simplify software to give my pics an oil painting type of look. here's an example also from Westmoor..

it's in Manchester. it's the best of all the parks i've visited (Westmoor, Walnut Hill, Elizabeth) though it's the only one with an admission fee ($5).
