Cigarette smokers aren't a protected class (like veterans or handicapped people), so while it could be painted as "discrimination", it's not illegal discrimination. A housing complex is completely within their legal rights to exclude smokers.

Banning the activity is entirely legal. I used to live in an apartment complex in which smoking anywhere in the complex was explicitly banned. Banning the people could cause a problem, but the activity is easily banned.

The Group to Alleviate Smoking Pollution (GASP of Colorado) maintains a list of more than 3,000 multiunit residential buildings that have no-smoking policies that cover all units, common areas, and balconies at a minimum.
