I'm moving to Jax next month for a civilian job. I used to live in Portsmouth, VA. I would say that the areas look similar in terms of the terrain.
Where the hurricane hit last time may not be where it goes next but all of the coastal areas are at risk of course. If you look at the historical hurricane track maps,
Hurricane Evacuation Zone Maps-State Hurricane History (http://www.csc.noaa.gov/hez_tool/history.html - broken link) NC doesn't look too bad compared to Florida. If you are looking to get scared off, the hurricane storm surge maps for Onslow County ought to do it -
Onslow County Storm Surge Inundation Maps (http://www.hurricanetrack.com/ncstormsurge/onslow.html - broken link). I looked for the flood maps but I can't find them at the moment.
