The general public doesn't see 'behind the scenes' in regards to the financials at ECU & Vidant (the two economic powerhouses). So it is good to see the high and stable ECU bond ratings.

And the five-year Expenditures/Revenue trend for our dear university.

But it NEEDS to show the data on a per-student basis, to account for enrollment differences.

Has anyone heard anything about the City Hotel being converted into a Holiday Inn? I heard the rumor the other day but didn't have any confirmation anywhere so wasn't sure if it was happening. Just curious.

I actually pitched that idea via email. I heard nothing back from the city. I suggested a front foot assessment on any real estate that changes hands from a specific date going forward. Any current property owners would be exempt unless the property changed hands.

The front foot assessment would be based on expected future costs to improve the infrastructure that is literally right in front of a said property. The assessment would be fixed and would only be paid for 30 years. If the property is sold before or after the 30 years concludes, then the property is reassessed at the then current expected infrastructure improvements costs.

An example is if you have a street that needs a $100,000 repaving job and there are 50 properties on the street. The $100,000 is divided by 50 and then again by 30 to get the annual assessment for each of the 50 properties.

Notice I said properties and not homes. The FF assessment is applied to the property only and has no bearing on any improvements that exist on said properties. Everybody pays.

I suggested this to the council because they were torn over how to pay for projects that only benefit a specific street or community such as storm water improvements or curbs, gutters and repaving.
