Depends on what you consider middle-class. Also, the salaries for these areas are vastly different depending on what you do for a living. I think some criteria are needed to give an accurate answer.

May be a good choice for those that want something very suburban, but is in close proximity to a Metro North stop(North White Plains). In fact, it may be one of the most affluent predominantly black neighborhoods in the country. None. They're all too expensive for middle class families, and most are too crowded. For example, I'd rather have a YARD for my kids to play in and not have to have 2 or 3 of them share a bedroom, just to be able to say we live in New York City (or where ever). That's why you see so many black middle class families leaving the Northeast in a reverse migration (and no, I'm not going to get into any stat-pissing back and forths about that. It's been happening for a minute now, and we all know it).
Dc would obviously be #1 and there is a debate whether it is NE or not. So best to keep this corgil
