Except this isn’t how it’s measured. San Francisco’s COL is excruciatingly higher than LA’s (city proper alone, it’s twice as much). Yet it would be dumb to say LA is the cheap version of SF. Poor man’s isn’t a literal term, it’s a term saying where you get similar things but less of it. And neither is the case for eachother. I wouldn’t say any major city is the cheap version of the other.

My only contingency would be ranking Fresno above El Paso. A significant portion of El Paso's status is left out due to being in a different country. I also like your update on Boise, Provo, Spokane. Provo has much to be proud of these days.
