Milwaukee, WI wins this match-up easily, for me though. Milwaukee has actually built a few skyscrapers over 300 feet the last several years, and the density is really good, overall.
Milwaukee also has another 537-footer under construction currently, slated to open in 2023.
St Louis also has some good density in the 8-15 story or so range, but the height and total count of skyscrapers over 300 feet downtown is very low (like 14 or so...).
For a city of its legacy and metro area size. St Louis needs another 6-8 over 300 feet to really beef up its skyline to be where it should. LOVE the arch, but the city cannot rely on that to carry the skyline.
Milwaukee comes out on top here, for sure.
Milwaukee, WI or Cleveland, OH?
Cleveland's skyline tops Milwaukee's. While a nice and great city with a scenic lakefront, and a new 500+' building coming in, Milwaukee's skyline isn't better than Cleveland's.
Most CLE shots are the generic ones taken from The Flats and concentrate on the towers around Public Square. Current mid-to-high rises under construction in CLE is the 616' Sherwin Williams Headquarters, which will be adjecent to and complement the city's Public Square.
The best shots of Cleveland's skyline are from the east side/Heights areas or this one from the live cam out on the lake at the Cleveland Crib:

Billings v Cheyenne:
Billings has the taller building and nicer scenery but my familiarity to it makes me pick Cheyenne. Just looks and feels a lot more comfortable, especially from I-80.
Cleveland v KC(MO?):
I like both but Cleveland's waterfront view is vastly superior so Cleveland wins.

Hutchinson, KS or Maryville, TN?
Maryville. Maryville looks denser and resembles a smaller Columbus, GA.
Knoxville's skyline is more developed and has a golden disco ball.
Lexington, KY or Peoria, IL?
Lexington is better because it is taller and has greater density.
Lexington, KY or Raleigh, NC?
