They seem very similar. Almost can't tell them apart. I'll give it to Tampa..seems like it has a slightly better overall shape--> More like a mountain and less like a plateau.

Phoenix, neither have a remarkably good skyline, but I like the setting for Phoenix's panoramic downtown and midtown spread in the valley backdropped by the desert mountain ranges.
