You have Minneapolis and St Paul and then you have the other two cities in Missouri. It seems that the two of the largest cities in both Missouri and Minnesota are one of the top booming urban areas in the Midwest with a bright future. Let's say hypothetically if St Louis and KC formed as one metro like the twin cities which metro (when combined) leads in the following categories. I have been to both but don't know enough about them in person.

doesn't seem to make sense. stl + kc = almost 5 million people, vs. mpls + stp = 3.3 million. not really a fair comparison, but naturally stl/kc would win easily in most categories for this matchup.

Most Culturally Diverse: All of them are diverse in different ways. None are as diverse as coastal cities.

Given most criteria; the order of the four individual cities would be Minneapolis, St Louis, Kansas City, St Paul. In terms of metro areas, STL falls well short of MSP, and KC falls short of either. The question here seems to be one of comparing the two largest metro areas in Missouri, to the one largest metro area in Minnesota. Not a very logical comparison, but certainly the two Missouri metros combined exceed the one Minnesota metro in most categories. Of course, the two largest California metros also exceed the one largest NY metro; and the two largest Texas metros exceed the one largest Illinois metro.
