Yea I have been trying to figure that out too. City or metro size isn't it. I thought it could have been economic importance or just media exposure. I don't even know why SLC is mentioned... it's not even a big city and it has a mediocre size metropolitan area. But it is the largest city in Utah and is the largest city around for about 8 hours. That being said, it's probably treated like "the big city" in that area.
