All large cities play with the numbers.

2 Investigators: Are Murder Statistics Being Watered Down? « CBS Chicago

It's a lot easier to hide murders then people think.

No witness, no suspects, just put it down as unexplained and never update the ucr code.

Same goes with someone that gets shot/stabbed/beaten and dies on a later date.

Yea, a few years ago, Detroit got in trouble because they didn't include murders that were considered as self-defense. I forget how big the difference was after they included those numbers. Not sure if they still include them now.

They weren't updating the UCR codes or just using unexplained death, Here are the differences that they have admitted to.

2008
UCR Number (Official number used by the FBI) = 323
Actual Number that was later changed internally = 339
------
2004
UCR Number (Official number used by the FBI) = 385
Actual Number that was later changed internally = 409
------
2003
UCR Number (Official number used by the FBI) = 366
Actual Number that was later changed internally = 403

*The FBI never changes the numbers so the lower number is still the official number.

Quote:
Rod Liggons, Detroit police spokesman, said Barren acknowledged at a January town hall meeting that the homicide numbers reported to the FBI last year were erroneous, mostly because of misclassifications. For example, if a person is shot and dies three days later, that shooting may not be upgraded from assault with a weapon to a homicide. Barren said the number of homicides was likely 339.

"This is a chief who has an agenda to make the city safer," Liggons said of Barren. "If we have to take our lumps -- or take our praise -- we are not going to falsify our numbers because we don't gain anything from it."

Worthy said Detroit and other cities naturally are tempted to cook crime figures, especially because the numbers are self-reported. No city wants to be known as a murder capital or ranked in the top 10 for violent crimes, she said.
"But the only way we can solve our crime problem is to face our numbers, face reality and deal with it honestly," she said.

Baltimore Crime Beat: Detroit under-reports murder; could overtake Baltimore - Baltimore crime news: Police, courts and police stories in the city and central Maryland - baltimoresun.com
And no city - at least the larger ones - include justified homicides, The FBI wants agencies to include them but very few do.

It doesn't really make sense to fudge the numbers. Murders are murders and having any amount of them always affects the desirability of a city. Especially when people know how ludacris some of these murders happen.

It's not just murders it's every crime across the board, modern day police departments do not fight crime, they fight numbers first and foremost. Only thing that matters is to keep the tax bases from fleeing these cities, if the stats need to be cooked then that what's going to be done.

88 for Detroit. Exact same number a year ago. That year ended on 344.

Also Baltimore is at 50 currently. At least according to this: Miscellaneous Posts: 2012 Baltimore City Homicide/Murder Victims - List and Map (http://chamspage.blogspot.com/2012/01/2012-baltimore-city-homicides-list-and.html - broken link)
