There in more people in less area than in Houston within the North Jersey around Newark actually but is really more an extension of NYC. Though N Jersey is pretty large economic engine, would by itself be one of the 5 or ten largest in the country
On the topic, to me density doesnt make a city but without density a true urban environment is not really possible, or at least the lifestyle it affords

Houston is just as much of a city as Newark. I like Newark though, it seems like an interesting little city. Dense and it's diverse for it's size, and it has a great assortment of amenities, with good PT. It seems like an underrated city.

You shouldn't dismiss Newark so arrogantly. It has a busy downtown and genuine urban neighborhoods, a rail transit network that Houston could only dream about, one of the busiest international airports in the country, a burgeoning cultural scene and median home values that are almost TRIPLE that of Houston.
And when you add in the fact that it is three times more dense than Houston I would say there is a pretty solid argument that it is indeed much more of a city.
This poll tells me 1 thing, 50.51% of City-data posters don't know city is a legal term defining a goverment style.
