I'd say Honolulu... Not much serious crime for the most part, and with the perfect climate and setting it's hard to feel stressed out there. Even Waikiki in a busy tourist season is still pretty mellow. Plus there's something just uniquely laid-back about the whole Hawaiian/local culture. As long as your not a rude haole who goes to the wrong beach to surf...

Honolulu, Portland, New Orleans, Tampa Bay, San Antonio are laid-back.
San Diego also, if you exclude the driving (but still far more laid back than LA).

Miami is kind of laid-back in a sultry way, but it is common to encounter hostility there.

LA is definitely not laid-back when it comes to driving, but I do agree Southern Californians often have a pretty mellow vibe.
