I thought every Chrysler was designed for a recall right off the factory floor.

I wonder if Chrysler will have to pay a $16 million dollar fine like Toyota did?

I doubt they are going to be fined. The fines are levied when there is evidence that the manufacturer had knowledge of the issue, but failed to notify NHTSA and intiate a recall. In Toyota's case, there was evidence that they knew about the issue for some time, but failed to act on it. Additionally it was a NHTSA investigation that actually prompted the recalls.

It's supposed to go like this: manufacturer identifies issue, gives notice to NHTSA about a possible problem, investigates issue and determines scope and solution, notifies NHTSA, issues recall. Any missed steps can result in a fine.

Of course, I think the Toyota fine was as much about punishing Toyota as it was about sending a message. I think we have seen a lot of recalls recently because the manufacturers want to stay on the level.

They would have to only if they knew about the defect and waited 4 months to reveal it (like Toyota did).

It's a Chrysler. Defects are standard equipment.

It looks like that applies to Toyota, too. Going by its recent history.
