From what I gather, 2003 was a pretty good year for Dodge cars. I had an '03 Intrepid that I bought with 7k and traded it with 231k miles. It needed some front end bushings halfway through its life (and again when I traded it) but it always started right up and never left me stranded. Out of all the people I knew with domestics of this era, this was easily the most reliable car. It would've be as good as Honda or Toyota if it wasn't as high maintenance as it was. So keep up with that maintenance by the book, use 100% Mopar fluids, and don't listen to the bandwagon naysayers.

That said, I'd keep the drivetrain stock and take up the "road handler" suggestion. Sway bars, strut tower brace, bushings, etc. At 8 years/81k some of those bushings might be worn out anyway. You won't be compromising reliability, it's probably cheaper to do, and a somewhat safer way to improve performance considering a 16 year old is driving it.

Four years later from Finland..
As you perhaps know we have ice, snow, deer and one Santa Claus. However our Chrysler Neon Le 2000 (A588) has functioned properly it´s whole life time. Only lower control arm balljoints are not an example of good design and they tend to wear very fast. I use K&N free flow air filter (air filter housings cover removed and on the front side few holes made) and 2,5 inches Magnaflow stainless steel cat back pipe. Camshaft 0,356 (inlet) and 0,336 (exhaust) is in consideration. Car is absolutely perfect to drive also in winter time and I shall keep it because others are soon history. Over 160 hp and 1200 kg (for example spare tyre removed) with minor modifications.
