It means only those who believe are saved from the penalty of sin, as we seen in John 3.

Yes, Jesus saved all, but as scripture tells us, we must believe to access that salvation. “Without faith, it is impossible to please God.”

Irrelevant to this discussion. We know from scripture and from real life that not everyone believes in Jesus as savior.
