Huh? The officer wrote in his report that this individual could not walk a straight line for the DUI test. The video shows a clear, complete, uninterrupted and unimpeded view of this guy doing the exact opposite of what the officer wrote. It's not like the video just caught the last five seconds of the test. What more evidence do you need?
And the article says the suspect refused a breathalyzer test at the station. That is supposed to mean that you are automatically charged with a DUI. Instead, charges were dropped. CPD officials must be pretty certain that the officers report was a blatant lie.

Actually, he asked the officer to give him a breathalyzer test on site. The officer didn't have one available. Why he changed his mind in the station, you'll have to ask him. I'm guessing he was just furious and fed up at being harassed and illegally arrested by Chicago's finest. I have to admit, though, if you aren't going almost twice the speed limit, there's much less chance of being pulled over.
