Shmoozy south loop condos, bronzeville, Midway, etc. The area that surrounds those old wealthy enclaves in probably the largest swath of african-american poeverty in the country. Like North and South Korea, the differences that divide North and South Chicago are just as extreme, minus the exceptions of a few thousand people who live in these little enclaves. It's almost as if there is a parallel there like the "38th parallel" between the Koreas.

Someone who spends years learning a trade on the job IS improving themselves, in a lot of cases much more so than many college students who are there to party and scrape by in classes. Why should someone who sits behind a desk all day browsing the internet and posting to boards make more money than someone welding a few hundred feet off the ground? Having student loans and a job where you have dress up a little bit doesn't have anything to do with what you earn. People make what they make based on the demand for their skills (even with unions - look at UAW concessions over the last 30 years).
