I see them more so (or at least as much as) than Wisconsin or Indiana plates. Anyone agree? Or is it just me? Any Californians wish to share your stories?

I do not see them more often than Wisconsin or Indiana plates by any stretch. There are 38 million people in California, though (about three times Illinois...or 66 times Wyoming...), so I expect to see a lot of their plates anywhere in the U.S.

The real question is why it seems most semi trucks here have Oklahoma plates. I assume this is for registration/tax purposes somehow.

I wouldn't say there are more CA plates around than WI or IN, however over the last year I have noticed a large increase in CA plates around town.

I have met a number of people who have moved here from CA in the last year or two. However, I don't think there's more than IN or WI, but there's definitely been a number of relocations from CA to Chicago lately oddly enough. Hell, the last guy we hired just moved here from CA and I've been on a few dates in the last few months with women who moved here from CA. It's all weird, but true.

Actually, Chicago is filled with cars with Maryland plates, but they're all going too fast to be seen.

Highly unlikely that tourists would be parked overnight on the street in my neck of the woods over long over long periods of time.
