I'm not sure how $800 - $1000 per month is "affordable," but for historical places, Evanston, and for safety, Des Plaines. Evanston has a lot of bad people and at night it's worse then any place I've been to in Chicago, but they leave you alone if you are not by yourself (or are male), and if you're looking for "not bars but yes historical sites and bookstores" then I doubt you'll be walking around much after 10:30. So if you're not by yourself or not female then it's more the "looking at and passing by the type of people that populate ghetto/unsafe areas" then it is actual unsafety. During the day, everyone is walking around and you see very few of the bad people, the ones you do see are just asking for change and not usually bothering anybody until night. So, basically, it's safe before all the regular people go home. The people you can start conversations with someone on the Starbucks patio as you walk by, and there are lots of "interesting tidbits"-type stores and lots of things you can just sort of walk around and investigate. And a few various "historical museums" as well as the architecture of the college buildings.

Des Plaines is the expensive place where all the very poor people who aren't criminals and probably don't even smoke weed if they're over 25 live. It's weird because the houses and apartments are the most expensive places (according to my parents) where the one we had (a 3-bedroom 3-flat) cost $1000/month, and everything else is normal price (groceries etc.), but yet everyone who lives there is poor and saying they're not sure if they have enough gas. I just wonder why all these poor people don't move to Schaumburg or Prospect Heights (for the more reasonably-priced apartments)! The people look "undone", like just people instead of constany trying to imitate celebrities' skin and makeup. But there is like literally no crime at all, I mean these are the type of people you see in like DuPage County where if they see you steal an apple from a store they're NOT EVEN AN EMPLOYEE OF they'll probay call the police!! The only difference is they're not snobby about it like the people in DuPage County are. People don't talk to each other on the street (unless they're homeless - which you won't know or notice any homeless people unless you are too or have been - or hang out all day in the same place(s) every day outside or at the library, getting on the Metra, etc.), but they aren't unfriendly or snobby either. If you talk to someone they'll probably talk back, but if you're passing by or in a grocery store the conversation will probably be less then 5 exchanges or sentences.
