The Hardwick Hogshead has small 1 bedrooms that start at $500. Small kitchen but some have hardwood floors and its a safe area and they don't rent to college students. There are a lot of cute apartment buildings downtown that are a great value, you just need to find out who manages them.

We rent a 1 bedroom at River Hills Manor on Hixson Pike for $570. I've lived at this complex for over two years and, while there's been minor issues, overall I'm very happy with it. They also have studios.
