When my family moved from Grand Rapids Michigan to South Jersey we were mystified by the panic & the closings at the mention of snow. I got used to it & when I was able to get my drivers license a few years later, I realised that I didn't know how to drive in snow, either, so I joined the natives in their panic.
I don't know the current count of big plows in the county that I left but for years they had the grand total of 2 plows for the county. I understand the mindset. I've lived it, even though the town I was living in was approximately 15 miles north of the Mason Dixon line.
