These issues are political and can be fixed if the right people run for office in the BOCC case all 5 board members are voted in by the same electorate all union county voters. Districts are a political tactic to prevent all the people from controlling the outcome of an election. As is the case of the BOE as a taxpayer you can only vote for 4 members of the BOE unfortunately the majority to take action is 5 since the board has 9 members. What we need here in union county is school budgets that are passed by the residents or rejected by the residents. Bonds that are passed by the residents or rejected by the residents to build new schools. The BOCC should have no role in funding, they should just apply the tax rate voted in by the residents to reflect any bond or budget that is approved. If a school budget failed then the BOE will have to change the budget (decrease) as much as they can to get a second vote to pass. If not then a 2% increase will be a austerity budget. Simple no more law suits not more blame game, this way the residents are responsible as it should be .

The problem with what you say is that the elections would then be controlled by population density. What you are advocating is basic taxation without representation. If I lived in Monroe, Hemby or New Salem, I certainlly would not want my elected officials controlled by Marvin. I pay the same tax rate as you, but chances of me seeing an equatable distribution of that tax money becomes dim if one portion of the county is controlling the vote. Union County is still very rural and If you take a ride out Hwy 74, or Hwy 601 or 218 you'd see that. By not doing districts it allows for exactly what you have now, voting blocks. Three of the commissioners ran as a block, and they vote as block, meaning only 3 men run this county. Their campaigns were paid for by a small group of developers and businessmen that would profit from infrastructure contracts and preferable treatment around permits and ordinances. The other two ran unopposed and their campaigns were paid for by the same groups. Having only 5 commissioners and no real voice by all residents of the county is the real cause of the dysfunction. The BOE does have districts and it allows residents of that district to have a voice and representation. Allowing the voters to pass the budget again, puts the money in the areas where the density is and puts the screws to areas where there is less money and affluence. North Carolina is one of a few states that does not allow their BOE's to own their own budget and issue their own bonds. This again is a problem, but when you have sitting BOCCs running the election campaigns for state senators, like we do here in the UC, you can see how things will play out. For real change to happen, people are going to have to step up and represent the best interests of the residents. This means an adequate facilities ordinance to make developers pay for the resources that they are using up. If you want to develop a 1000 house neighborhood, then you need to be ready to help build some schools, roads and waste plants. If you want to pass that along to your buyers, cool, if you want to take less profit, cool again. It also means NO ONE should ever run unopposed. If someone runs unopposed, our vote means absolutely nothing. A blind, one nut donkey, could be making decision regarding your tax money and your kids future. Is that what you want? We also need districts so that all residents have a voice. Not just Waxhaw, not just Marvin, not where the density is, not where the money is, but ALL residents. The farmers in Wingate and Alton and Marshville also need a voice as they are paying the load as well. We have fought the battle for years. For a while we were winning, but you can't fight it alone and until people check their apathy and realize that their own self interests hurts the majority, UC will never be more than what it is right now.

Yep, Cuthbertson HS now has 2 "learning cottages" where they hold their French classes.
