It does apply in some states for beer and wine. The reason the system started is most likely not the reason it is still in place now. Now it makes money for the state, why would they want to give it up? West Virginia state gov't gave the biz over to private industry a while back, though. There are like 19 states that have some form of ABC.
Thanks for the info! Yes, it makes perfect sense not to give it up, if it's creating revenue. I'm certainly not going to complain about (prop) taxes in NC.

My poor family members probably look like raging drunks when they fly from CA for visits. I always make them bring a huge jug of vodka or tequila from Costco!! I miss buying my hard liquor in bulk or on sale at the grocery stores. I am a bargain shopper.
