While it is true that Canadian politics are more relaxed than American politics (consider the disparity in scope of issues to be addressed and resolved!), I am not sure that these videos are indicative of anything. Bill Clinton played the saxophone on TV a few years ago did he not?
At the moment, Canada just happens to have a Prime Minister who took music lessons as a kid and still likes to play a tune every once in a while.

I agree. I've visited Eastern and Western Canada many times and loved it! If only I had the full-time work experience for 1 year .
