Santa Rosa sucks. San Rafael is in the heart of Marin County. You'll pay for it, but San Rafael wins by knockout.

Santa Rosa doesn't suck. I mean yes, compared to Marin County it doesn't hold water but it certainly doesn't suck, its a good clean safe place to live.

Within the cities themselves, Santa Rosa has more going on than San Rafael. However, San Rafael is far prettier and is much closer to San Francisco.
