"The new strain, which scientists have dubbed B.1.426, bears five mutations in its genetic code. One of them, known as L452R, alters the virus’ spike protein, the tool it uses to infiltrate human cells and turn them into virus-making factories.

Researchers at Cedars-Sinai Medical Center in Los Angeles found that although the strain had been barely detectable in early October, it accounted for 24% of roughly 4,500 viral samples gathered throughout California in the last weeks of 2020."

Could a homegrown coronavirus strain be partly to blame for California’s surge?

They do not know since he had no health problems and showed problems within a couple of days after being vaccinated.

Could that be interpreted to mean a sophisticated bio weapon? Because, yes, I believe it may have been exactly that. Okay. I said it or rather wrote it for the world to see. So, shoot me.

Seems odd I never hear anything as to how the original virus was unleashed, other than it likely came from a bat. I want to know just how this deadly virus came to be. Yeah, I'm pretty ticked about it and although I don't like to insinuate, it makes me wonder if this was accidental or intentional.

It doesn't sound as if we do. It seems as if there's a lot of red tape, on top of having to deal with the incredible speed by which the virus is spreading here.

Distribution of the vaccine has been slower than anticipated across the United States. In comparison to a “come one come all” approach to distributing a standard flu vaccine, the COVID-19 vaccine presents a “logistically and operationally more complex” undertaking for an already stressed statewide healthcare system, he said. In order to administer the vaccine, providers must be approved by the state. Each person who receives a vaccine must be determined to be in the appropriate tier group and registered in a data management system to ensure they receive an additional dose on time, among countless other hurdles.

“Our bandwidth is really constrained right now,” Willis said. “The infrastructure that would normally be dedicated to prioritizing the vaccine distribution plan is overwhelmed with surges in cases.”

So how does having 39 million people vs 29 million people cause this?

It doesn't "cause" anything. Scroll back and look at your post in which you wrote that more people should automatically mean more resources.

But you claimed our larger population was the reason for the slowest vaccine rollout in the nation right? And the article you linked doesn’t mention lack of resources but rather too many rules governing distribution. And that is a common problem in CA; too many rules and regulations that slow down the process.
