IMO I think they are practicing and getting used to piloting drones. If a drone goes down over open land then "no big deal". Once they get their people trained well enough you can bet your bottom dollar those drones will start flying over populated areas.
They just don't want to risk an accident in a populated area.
I don't think this is a joking matter at all. When you give the government an inch, it takes a mile. Anyone on this forum actually believe that future use of drones will be limited to borders regions and cow pastures? Not a chance. UAV's are coming to a neighborhood near you.
How is this any different than <insert law enforcement agency here> using helicopters?
Y'all are trained to react to certain words in certain ways. You hear/read the word "drone" and you instantly picture every futuristic big brother style sci-fi film you've ever seen. Good doggy. Pavlov would be proud.
