It has less to do with the number of accidents and more to do with the number of live dash cams to record them. Insurance fraud is a big problem in Russia (and other countries) so many drivers use dash cams to record such incidents.

There was a recent one from Hong Kong where a pedestrian very obviously (thanks to video) faked being hit by a car. The driver pointed at his dash cam, scolded her and she walked away in shame. Without the camera police would have taken reports and he would have been forced to fight it out with insurance along with any medical claims she files.

Which everyone has for liability concerns because of the number of accidents.

And how the hell did that even happen? o_O

If I had video, I just let them file a report with my insurance carrier who could then prosecute them for insurance fraud. Since the legal systems don't really work that well, not that ours is perfect, there's nothing to discourage that type of behavior which is why it is so pervasive.

Not so much accidents as intentional collisions and insurance fraud.

I wondered why it seemed Russia had a lot of dash cam videos. Thanks for the info

A lack of seat belt usage and a surplus of alcohol consumption likely contributed to the amazement of this video.
