Not the meanest driver in the world, but definitely stupid.

One slip or false move by any of those kids - or by the car - and somebody gets killed. All for the sake of being "man enough" to get some kids wet.

Actually the driver was a woman, and she was charged for her actions.

The guy in the passenger seat was just taping for her.
