Not the first unsolicited comment I've had in Marin... couldn't wait to get back to the East Bay!
I know from old car club guys that Oregon is relatively friendly... thought WA would be, but the regs are being implemented their too.
In WA if you buy a new car, it has to be built to CA spec, but you can buy a used car to any spec.
Here on the East Side we don't have to go for SMOG checks at all.
If you are in Marin, probably La Jolla is too far to go for a SMOG check - shame as that shop is run by Carl Nelson, and what he does not know about a 2002 is not worth knowing.
Just imagine the outrage you could inspire in these Watermelon People with a Trabant though!

Actually, I'm in Oakland CA with a couple of cars stored in Olympia WA...
Funny thing about two cycles... I have a 1939 97cc Wanderer that takes 16 to 1 and leaves a wisp of smoke as it goes down the road.
A friend is into steam cars... he converted the boiler to propane which burns clean... he has been stopped for excessive smoke and had to explain it is steam... water in all it's forms and poultry feathers are specifically exempt in the CA vehicle code...
My only new car was Euro Delivery in Munich... great experience and one I highly recommend... I'm still driving my souvenir with my Austrian Autobahn Sticker on the windshield... at least I can pretend I'm cruising at 100 mph...

The 2002 has a great body and runs well... the interior to put it kindly is shot... I would have gladly put money into it had it not been a 76 year model subject to smog...
My car will fail smog next month & i hope the repair cost is not high. The cap program only pays up to 500.00 in repairs. If the repair costs exceed that idk what im going to do.
The smog checks in CA are a friggin joke. Last year I had a 97 Tahoe and I took it to one smog shop that offered a "pass or don't pay" test and it failed. The next day I took it to my local shop and it passed with flying colors. What the heck is up with that?

The same thing happened to me yrs ago. Shops like that are crooked. They failed your car on purpose & were hoping you would pay for a diagnostic (80.00-100.00) & "fake" repairs.

Old Car Won't Pass Smog!
1) If diesel, NO problem... Fill it with Bio Diesel or Veggie oil. = no detectable emissions, even on dyno and throttle snap test.
2) If Gas... check for AGE limit (sometimes 20 -30 yrs, then exempt) Milk it by for a few yrs with 'deferrals' / repair cost that exceed vehicle value exclusions
3) Send it to 'Boarding School' (register in adjacent county or state)
4) Declare rural town in South Dakota as residence for car (and licensed driver) (only one night / yr stay required)
5) "Borrow" a plate from one of your 'other' cars. (or a 'late-night-salvage-service")
6) Buy a beater at auto / Wrecking auction that has current plates (for cheaper than the repair)
Skin-the-cat, be 'Stealth' about it
