I was wondering if anyone could give some advice, I have an 07 Subaru Impreza that almost didn't pass smog. I'm not sure exactly what the test results mean but listed under HC (PPM) the score for M1 was 88 and 100 is the max allowed.
The guy at the smog shop said I should get a tune up but I replaced the plugs about 25k miles ago. Anybody have any ideas on what could be the cause of this?
plugs is not tune up. it's patchwork. full tuneup up is plugs, wires where applicable, air filter, maybe even fuel filter. At least. Clean fuel system.
And stop fueling at cheap gas stations.

88 sounds like a pass, no?
You could have a fouled plug, incorrectly gapped plugs, or you could try replacing the O2 sensors.
Try running a bottle of "Seaffoam" thru it as well. Even if it doesn't help you pass, it's still worth doing.
Do you have any type of work done to the car? Like a chip upgrade or camshafts? bigger fuel injectors? Maybe an aftermarket exhaust?
Dont buy any special platinum or 4 tip spark plugs. The best plugs are the regular NGK/Bosch plugs that are recommended for your car, and make sure you gap them properly.
With the regular plugs, comes changing them out more often, like anywhere from 20k to 50k.
But if your user manual says you need platinum quad tip plugs then get those.

No aftermarket parts on the car accept K&N air filter. I used the plugs listed in the manual which I believe were platinum tipped and I'm pretty sure those should be good for at least 50k or more, like I said earlier I put them in about 25k ago.
What's it matter what the cause of it is ?
Your car passed, didn't it ?
A smog guy telling you that you should get a tune up, AFTER your car just passed the test is like a guy telling you you that it would be better to have 5 tires rather than 4.
Besides, you got 4 more years to go to the next smog test.
And if it fails then, come back here and we can offer all sorts of suggestions, like adding all sorts of snake oils like seafoam to your car.
IMO the way to look at a pass/fail test is simple... it passed so there is nothing to do.
Well my view of it is that if it won't pass smog next time around I might start to consider selling the car.
