dale jr held that title for a while, so did bill elliot, mark martin, jimmie johnson, matt kenseth, there are a few others i cant think of off the top of my head.
There are a few names that come to mind;
Jeff Gordon
Dale Jr
Tony Stewart
But the title for the most Popular Driver during the past 20 years has to go to
Dale Earnhardt (sr)
Dale has been gone for nearly 13 years and the #3 banner still has a strong presence at every race!
I think it is Dale Sr (which has equated to the popularity of since Sr's death).
I would not say Gordon at all. I am a fan of his, and he has a large fanbase. Still, he is also universally hated by a large percentage of Nascar fans too. So unless we equate infamy to being "popular" I would discount him.

Being an Old Dale Sr. Fan since his Wrangler car days, I always find it comical when people talk of his popularity. He was hated by most and loves by some. The only year he was most popular was the year he died....
