Maybe in 1985, but certainly not by 1996 or 200.
By the mid 1990's and early 2000's, Bill Elliott was not winning races anymore and his fans were older fans that remembered his glory years.
Bill Elliott's popularity and merchandise sales were smaller than those of the Earnhardts, J. Gordon, T. Stewart, D. Jarrett, Mark Martin, and the Labontes.
He kept winning the most popular driver award during his decline as a driver because of ballot stuffing from a bunch of crazies from his fan club that had a cult-like worship of him. I am not talking about tens of thousands of fans, I am talking less than a 100 of these crazies that had no life and voted a ton of times for him.
No one was more embarrassed than Bill Elliott for winning the award when he'd be in the 20's in Winston points and had no wins. He knew it was a joke, it was undeserving, and asked to be removed from the ballot eventually.
