Possible.

Both cities have some German influence. Qingdao was once a German colony. Milwaukee was settled by Germans in large numbers.)
St. Paul,MN - Harbin, China( Both cities are among the coldest in their respective nations as far as climate goes and they celebrate it. Harbin has the Harbin International Ice and Snow Festival. Both cities have their cathedrals. Harbin has St. Sofia. St. Paul has the Cathedral of the city's namesake. Both cities are river cities.)
Los Angeles, CA and Bangkok, Thailand - Both are smoggy heavily congested cities with some of the worst traffic in the world. They are also hub of entertainment and influence for their countries. You'll find those who have huge houses with many maids and you'll also find those who are struggling selling their wares/food on the sidewalk. They are also cities where those who do not live there, hope to one day live there as part of their dream.
Anchorage,AK - Vladivostok,Russia(Siberia) : both cities are known for gloomy weather, mountains in the background, very cold, both cities are on the Pacific Ocean and are port entries for very cold regions.
Seattle,WA - Busan, South Korea: Both are port cities with a somewhat similar skyline. Both cities have a tower of similar shape;the Space Needle and Busan Tower respectively. Both have moderate climates and hilly terrain.
New Orleans,LA - Hanoi,Vietnam: Both cities are climatically similar. Hanoi has some French-influenced architecture as does New Orleans. New Orleans also has some Vietnamese influence. Both cities are famous for their cuisines in their respective nations.
New York City and Tokyo - both are among the largest cities in the world, dense population, and enormous skylines.
San Francisco and Hong Kong - Dense city by water surrounded by hilly terrain, large Chinese population
Los Angeles and Singapore - Similar skylines
Atlanta and Seoul - Large Korean population, inland, similar skylines, similar climate
SF and HK, LA and Singapore, I'll give you that. ATL and Seoul, well anything except for climate. Seoul gets very cold in winter and snows alot. Atlanta has mild winters and only gets about a dusting of snow per year(maybe one inch) and Atlanta.
How about these:
Atlanta,GA and Hiroshima,Japan: These are cities that have seen hard times. Both cities were destroyed in their respective wars(Atlanta:Civil War, Hiroshima:WWII).
