For Western standards, yes.

Excellent infrastructure:
I guess it's not terrible. The roads are poorly paved though, and you'd have to tolerate the ridiculous amount of motorcycles and those moronic rude drivers. If you can live with those, then I guess the infrastructure is fine.

High QOL:
Hell no. The food security is awful, the air pollution is awful, the traffic and driving manners are awful, the city looks awful, and the weather is awful.
But I suppose the quality of life is better than that of Saigon though.

Pretty women:
Well if you're a Caucasian man, you could easily pick girls up from the clubs. I understand how politically incorrect that sounds but there's actually a lot of truth to it.

Proximity to the rest of Asia:
Yes. We're kinda located in the middle of everyone else.(Japan, China, Korea, SE Asia)

Admittedly I speak without having ever lived there, only visited. My impression of low COL is separate from COLA, so I do understand that COL isn't that cheap when considering the low pay. Infrastructure comment was focused on the metro system and bullet trains...and the ease of getting around by bike as well. QOL varies by person, I guess.

The ease of getting around by bicycles does not exist. Unless you live in an university.
The roads and streets of Taiwan are murderous.
