What do you think are the safest large cities in Latin America?

My list is below. Which cities are on your list?

Havana
San Jose Costa Rica
Santiago Chile
Montevideo

Maybe Buenos Aires.

Perhaps some cities in Bolivia and Ecuador not really sure.

Thank you for your thoughts on this.

Havana Cuba is probably the safest.

Large cities - how about Curitiba (Parana), Brazil. I've walked and ridden public transit there at all hours of day and night and never saw any crime problems. Metro population is about 3 million, so it's pretty big. Fantastic urban bus transport system.

I don't think Buenos Aires is a safe city. From Argentina I'd say either Córdoba or Rosario
