don't think he meant to be racist. He meant that the people that live there are of european stock and not decendants of any natives and/or mestizos.......

Havana
San Jose Costa Rica
Santiago Chile
Montevideo
Maybe Buenos Aires.
Perhaps some cities in Bolivia and Ecuador not really sure.

Maybe dated information....but about ten years ago, I traveled throughout South America....and SANTIAGO CHILE was definetely the safest by a long shot.
I didn't make it to San Jose....but heard quite a bit of crime in the capital, and from what I've heard, quite a few Americans there too, which might even attract a bit more opportunity.
Montevideo...this might be close to Santiago Chile. I skipped Uruguay, but heard a lot of good things about it.

yes.......and he "said" it with obvious pride, as if their alleged whiteness was positively correlated with the safety of the city.
Buenos Aires has a lot of crime. Definetely not the safest. It might be one of the whitest though, but not the safest.
Yes..everything I have heard concurs with your experience. BA is NOT that safe. I've got a co-worker with an Argentine girlfriend. He traveled there with her there in 09 for 10 days...and safety was a concern despite being with a local.
