Discussed with the Person in Charge:
1. Need updated vendor letter.
2. Facility MUST have running water available prior to and while operating. Employees were not able to properly wash their hands at the start of the inspection due to the water pump not being hooked up.
3. Cooler needs maintenance in order to properly function. Cooler should hold an ambient air temperature of 36-38'F in order to effectively hold foods at 41'F and below.

  • Critical: Food - Packaged and Unpackaged - Separation, Packaging, and Segregation* (corrected on site)
    Observation: Raw food of animal origin holding in a manner that may cause cross contamination of to ready-to-eat food (RTE). Observed raw chicken stored over cooked beef in the refrigeration unit.
    Correction: Separate raw foods during storage, preparation, holding, and display from raw RTE food including other raw food such as fish for sushi or molluscan shellfish, or other raw RTE food such as vegetables, and cooked RTE food.
  • Critical: Food - Potentially Hazardous Food - Cold Holding* (corrected on site) (repeated violation)
    Observation: Cut tomatoes (70'F) and Shell Eggs (55'F st) cold holding at improper temperatures in the prep cooler. Eggs were re-located and tomato was discarded.
    Correction: Cold hold potentially hazardous food at 41°F or below to inhibit the growth of harmful bacteria.
  • Critical: Water Capacity* (corrected on site)
    Observation: The water source and system serving this food service establishment has been interrupted. The pump for water to be supplied to the hand sink and three compartment sink hooks up to a battery for operation. Facility was open and operating at the time of the inspection, and water pump had not been hooked up, leading to no water being provided at the hand sink. Employees did not have a way to wash their hands.
    Correction: Water pump must be connected to provide water to the hand sinks at all times while the facility is in operation.
  • Handwashing - Using a Handwashing Lavatory - No Other Purpose (corrected on site)
    Observation: The handwash station was observed to be used to store several utensils and food storage containers.
    Correction: The handwash facility identified above is to be used for washing hands only

    Observation: Shredded cheese (60'F IT) and chorizo (43'F) cold holding at improper temperatures.
    Correction: Cold hold potentially hazardous food at 41°F or below to inhibit the growth of harmful bacteria.
  • Non-Food Contact Surfaces
    Observation: Door gaskets to small reach in cooler in need of cleaning.
    Correction: Clean gaskets.
  • Handwashing - Using a Handwashing Lavatory
    Observation: The hand sink is blocekd by a small refrigerator.
    Correction: Relocate refrigeration unit blocking the hand sink.
  • Outer Openings - Protected
    Observation: Serving window of facility is left open without a screen in place.
    Correction: Ensure windows are closed when not in use or install screens.

Facility is within substantial compliance with Virginia Department of Health Food Regulations, therefore permit is issued.
Ensure permit is posted where it can easily be seen by the public.

Discussed waste water and clean water tanks and frequency of emptying/filling.
Reach in cooler shelves are lined with FRP. Recommend removing the FRP to allow for more air circulation.
Screen doors must be installed in serving window. Glass or plastic will also work.
A second inspection has been scheduled for Monday, June 17th, 2013.

Complete plan review for mobile unit. Letter drafted.
The following items are needed to facilitate health department approval of the plans you submitted for Tacos Chicanos mobile unit.
With Regards to the Application for Foodservice Plan Review:
1. Page 2 requests that a menu be submitted with your application. Please provide a menu to enable me to conduct a more thorough plan review.
2. At least one person operating the mobile unit will need to be able to demonstrate knowledge of food safety. If the Person in Charge is certified in food safety, please submit a copy of the certificate. Otherwise, a demonstration of knowledge test will be given to determine if the Person in Charge has enough knowledge related to the types of foods being prepared and handled.
3. Ensure a thorough employee health policy is submitted. The description given in the plan review packet is vague. An example is included with this plan review letter.
4. On page 5, question 8 regarding food preparation, you stated that the produce will be washed in the kitchen sink. Please note that no food preparation is to be done inside of your home. Food preparation is to be conducted on the mobile unit only. This includes washing of produce and storing foods.
In regards to the application for mobile unit permit:
1. What is the capacity of your clean water holding tank?
2. What is the capacity of your waste water holding tank?
3. Where will you be obtaining your clean water and disposing of your waste water?
