I currently live in West Seattle, but lived in Tacoma the better part of a decade (2004- Early 2014), and lived in the International District, Magnolia, and the Central District in Seattle before moving to Tacoma. I think RotseCherut hit the nail on the head with that description. Tacoma has soul, and definitely some chutzpah. Tacomans are also much friendlier and laid back....

I don't know much about Tacoma but I do know that if you're looking for a friendly city, in other words friendly people, then you'll need to stay away from Seattle and try Tacoma. People are generally not friendly, not interested in getting to know you, still wouldn't feel like they know you even after months of seeing you walk by them on a regular basis and this includes some of your neighbors and coworkers. God forbid you try to get to know them they would react as if you want something from them. Think of the opposite of "Southern Hospitality" and then you've got your answer. The Wikipedia has a broad definition of the attitude of Seattleites. Look up the definition and you'll get a precise description of the attitude of the people here ("SEATTLE FREEZE")

Someone once asked me if this attitude is racist and the answer is no. Racism exist in any part of America where people of different race coexist. This is more like a city culture specific to Seattle and has nothing to do with racism.
