They also claim he's infallible when teaching on faith and morals. You don't have a clue on what you are talking about. You either know nothing about the Catholic church or you are repeating lies from some "pastor'. The last ex cathedra statement was 1950. It had to do with Mary ascending bodily into heaven.
All other teaching statements, as other statements can be amended.
Councils and encyclicals are not infallible.
The Catholic church changes when evidence though discovery or other means warrants it. Such as the sun revolving around the earth. And no, they did not believe it until the apology. Just as we did not have slavery until the governments apology.
