So it sounds like the entire NY 17 highway from Waverly to Binghamton is ready to be re-designated as I-86 as soon as they finish the Prospect Mountain project. I've seen December 2020 as a completion date, but that was from last year's reports. Do you drive this area? If so, what do you think? Does it look like they're just about done?

I've only driven on the portion east of Binghamton and I think it hasn't changed too much. It has been a few years though. Hopefully others will chime in with more specifics.
