They can't. In my local city it's a two man, manual process with the wheeled containers because of the cars parked on the road.

but how will that be able to happen here in NY with all the cars parked along the streets?

My esteemed fellow Moderator believes that only property owners should vote. So essentially you are buying your way into a chance to vote with the acquisition of land.
