I'm thinking about my immediate neighbors. They keep their cans on the sidewalk at all times and I have yet to see anyone steal them, that's why I find it odd. Then again not all neighborhoods have low crime I suppose.

Why are trash bags not put into trash containers in NYC???!!! That way it will look cleaner and no black trash bags on the sidewalks
Perhaps it is less time consuming meaning easier to put out that way and easier to be picked up that way since there are often so many of those large black trash bags per building.
Folk steal trash containers in New York. Unfortunately, most New Yorkers get lazy or cannot afford to buy new containers to replace those that were stolen. It's sad, but true.
The trash bags that come out of my building are much too big to fit into a trash can. Plus they are put out in the evening and picked up the next morning so who cares what they look like?
