Forecasters can only do what the weather models tell them: what they think might happen. If it's a possibility that it's catastrophic, they are going to say so. If it doesn't happen, well that's great. Who is it hurting? It's better than not getting it out there at all, which is precisely why they do this. The Weather Channel and a local news station were sued a while back when they failed to "catch" a tornado on the radar and report it, and people died.

People should educate themselves by getting on specific weather websites like TWC or Accuweather. In the long run, it's everyone's personal responsibility for their own safety.

if a weatherman merely said todays not going to rain every day he would be right 86% of the time .

that is about on par with the most accurate of predictions we get as a long term average
