They never went away in Hell's Kitchen, used to live in that area and am around a far amount still. Know people who work in bars in the area and ladies will freshen up in the restrooms. I have seen in myself on several occasions.

Really?? For real. I didn't notice them but then again I'm not exactly looking for them.
I spent some time bar hopping in Hells Kitchen this past Sat in the freezing cold. Surprisingly, I saw not one, but two street hookers who approached me. The first one literally walked into the bar, and asked if I wanted "company" when I was returning from the BR in the bar. I joked of course and told her yeah, but I charge for MY services. Haha.
Then, much later at night around 11:30, another one approached me by 9th Ave and 40th, when I was about to enter Port Auth and made an offer to me for $50. I havent seen prostitutes walking around Manhattan since the 90s. Has anyone else noticed them? I can only imagine how many more will be out once weather gets warmer.
Slavery's been around longer than 2500 years but we still did a decent job at getting rid of it, at least in the West.

Assuming a prostitute is not trafficked, they still have freedom of choice and there is a mutual exchange of goods and services among consenting adults.
Slaves (and the trafficked) had no choice, no freedom, and no compensation for their labor/services. Slavery in the form of human trafficking still is alive and well in this country. It exists in many forms of labor; not just sex services. Slaves of labor will cooperate with authorities to enforce labor laws. Prostitutes will not cooperate with authorities to enforce prostitution laws.
The best way to eliminate street prostitution, provide better and safer access to the market without subjecting themselves to the territorial control of gangs and organized criminal organizations that control the streets. Treat prostitution as a labor issue rather than a sexual issue.

As noted never truly went away, you'd drive about Far West Side (say going to or coming out of Lincoln) or whatever and see a few here and there.
You're seeing more for several reasons.
First Far West Side isn't nearly the almost deserted area it was back in day. Between Hudson Yards and other development west of 8th avenue there's plenty of new traffic as it were including bars, restaurants, etc...
Next starting with Sam the Eagle and continuing with Adams there has been less bother about whowas in general. More so since DA "Big Boy" Bragg basically has joined DAs of Bronx, Queens and Brooklyn in not prosecuting whowa arrests except in certain instances.
