On a legal basis, this is not correct. A violation of the law is a crime, whether it creates a victim or not. Think insider trading. There's no real victim, but it's still a crime.
Also note, this is NOT a criminal case, it's a civil one. So the rules of evidence are not as tilted in the defendant's favor. And, also, there's no criminal punishment. He can't go to jail for this. They can only get a money judgement. The big question here is who gets the money. The state is very much not the victim here, but I suspect they'll get the judgement.
So if selling something more than it's worth crosses the path of a government official
who thinks otherwise it can easily be conveyed as a possible violation of the law.

I dang well know for sure manpower and material barely justifies for this dramatic price change.

about value of properties in order to secure more favorable terms.
My question:
Is it any different than a New Yorker that purchases a home today and sells it for twice as much tomorrow ?
Another Question with Examples:
Is it any different than selling a 1953 Triumph motorcycle worth anywhere from $6K-$15K but sold
at auction for $225,000 because it once belonged to James Dean ?
Is it any different from a painting of a can of tomato soup that sold for $11,776,000 because it once belonged to
Andy Warhol?
I'm a bit confused.
May I ask are there any victims in any of the above two examples ? No there aren't.
The purchasers chose to pay that amount. They were not duped.
So, I am asking.....
Who are ( if any ) the victims in the case of fraud against Former President Donald Trump that are coming forward?
Can anybody name any persons who were deceived by purported trickery in his property sales ?
Is it not the responsibility of the Attorney General to prosecute crime and public corruption in our State ?
To act as a representative for the United States and to give advice to President Biden
and executive departments of Government ?
The only commonality I see here is Capitalism ( trade controlled by private owner for profit )
and as I see it, the day that becomes a crime is the day our city, our state and our country as I know it..................to be over.
