Look at Revel in AC. At $12B no one was interested. Not one! After the lender took possession and wanted to sell for dimes on the dollar -- wow, what a surprise -- there were several interested parties! LOL.

The project was initially floated by The Mills Corporation, which was based in Maryland.
After Mills went belly-up, the project moved forward under Colony Capital, which was headquartered in Florida. When Colony couldn't make a go of it, Triple Five Group--of Canada--bought the complex, and completed it.
While it was probably never a good idea, this didn't involve "NJ money".

These projects never go forward unless some kind of tax break, or tax money involved otherwise it never even have chance at making back what the private speculator paid in amount of time the private speculators consider acceptable.
Went there again last Saturday because my daughter wanted to check out the Mr. Beast restaurant. Parking is still a mess, had to circle around for 10 minutes before we figured it out.
They need to get creative with the amount of space they still have left unused. One good thing it has going are the food choices. There are a lot more restaurants compared to your regular mall. I think it would be great if they add a food court themed after the food markets that you see in Asian cities.
